This is. In Constitutional terms, it is a specific prohibition of the 1st Amendment against undue government interference with the content of speech, speech taken broadly to mean a communication of ideas. This means that the government can not interfere (generally) with the content of a message (although in cases of the public good, certain censorship is allowed, for instance fighting words, threats to persons, obscene material) but can interfere with the means of that message when a) the means is demonstrably harmful and b) changing the means doesn't not change the message.
