the spring is either stretched out or is binding up somewhere. The rope itself could be causing it to do that as well. Whatever you do, don't pull on it any more or else it'll just bind up even worse. There should be some bolts on the top of it somewhere, remove them and pull the whole thing out and un-do any rats nests you have going on in there. If it is spring loaded, be really careful not to let the coil spring out because they are a pain, if not impossible to put back together.
