In the case of fire in ship tanks what is the safety procedure 4 the worker those are working inside the tank?

  The procedures followed are exactly the same if ships crew are working inside any enclosed space on board the ship. Pre entry checklists are completed by those who are to enter the enclosed space and by the supervisory staff. These check lists are further signed for by those involved. A risk assessment is also carried out by the ships safety management team, in addition if shore technicians or other workers are to be involved, then a representative of those external workers will also take part in the risk assessment.If the level of risk can not be reduced below a predetermined level then the work requirement and risk assessment is passed onto higher shore management. Work is not allowed to start before all formalities are agreed. Check lists include, the presence of safety equipment, communications and emergency procedures to be followed. I am afraid your last sentence re closing a space down with people inside is not done in the Merchant Navy and is purely Hollywood. The Royal Navy and other Armed services will have to answer for themselves.
