Tourist cities in India during monsoon?

I am going to India in August and staying for a month. I wanted to know some cities that I can go to, since it is during monsoon season. I want to go to darjeeling, but people say because of the monsoon, I won't be able to enjoy the city. I also wanted to go to Srinagar, which is in Kashmir, and I heard it's not safe there these days. There are many good places to visit in monsoon season like Ooty, Nainital, Goa, Himachal Pradesh, which are among the favourite tourist spots in India. Darjeeling will be accompanied with intense torrential rain causing roadblocks during monsoons, so you can probably avoid going there.
