I am mailing a package to India. I have no idea how and whether or not priority mail through USPS is reliable.?

My boyfriend lives in India. I am sending him a package for his birthday. I have so many questions. I have a priority mail flat rate box so I already know how much money it costs, but I dont know which customs form I need to fill out and where it goes after I do fill it out. And then... can I wrap the presents as long as the customs form is all filled out, does anyone know how reliable it is to send a package to India through priority mail, and does anyone know how long it will take for him to recieve it?
