Firstly i'm sure that you're aware that India's economy is growing at 9-10% annually ...The money that NRI's have earned and invested abroad is not fetching them the kind of returns that they expect ...in fact with the US economy growing at 2.2% and UK economy growing at 0.7% ...it is safe to say that keeping money even in a savings bank account will fetch more returns in India ...considering our Repo rate of Reserve bank of India is around 5.5%. Secondly, the issue of major unemployment in UK and USA. India and China both are growing economies with huge investments so they need an ever growing workforce. I think the major challenge faced by NRI's is reverse cultural shock ...especially for their children who might have been born in USA or UK ..and will have to learn to acclimatize to the Indian culture and setup of how things go in India. Even the adults will have a tough time adjusting to Indian work culture again.
