Simla is a very tough place to explore as there is no such plane land or valley and you have to constantly walk up and down for 200 to 300 ft for bus ,train,shopping .The only available plane land is Mall area (very short area) where thousands of tourists remain and giving no scope of a fresh air during rush time .The mall is in quite a distance in up hill area from Bus stand as well as station .So people generally prefer to stay near Mall area hotels .There are plenty hotels in that area but getting accomodations are very difficult but I advise you to visit Simla Kalibari near to Mall and a lovel place to stay with a very cheap rate .Staying in a costly hotels in Simla does not serve the purpose as you have to walk up and down only .It is better to stay in Kufri 30 km from Simla and snow clad area from Dec to march .I advise you to visit Manali ,a lovely valley and stay 6 days to cover some exqusitic tourist places like Rohtang pass,Chandratal lake ,Kaza,Keylong >In manali you will get plenty of hotels and I prefer Greem Guest House where I stayed near mall --contact person Mr Shanti Paul (ph no not known ) but just send a letter before leaving ,He will personally receive you otherwise Hotel Bipasha near Biwas river run by Himachal Tourism also good

Manali is better then Shimla

Depends on your budget. I would suggest Honeymoon Inn... It's value for money.. Reasonable rate and very good service... If you want to spend more then there are lots of 5* hotels.
