    Why don't you carry a few packs your own brand ? And which country are you from ? And what brand of cigars are you looking for ? I'm sure you don't plan to spend more than a month or two in India. You could come down with your own stock and stop worrying. Cigars are available in India. Roadside vendors to 5 star hotels - all sell them - at various prices. The quality also varies. For normal cigars, I don't think the prices will be that different from what you pay in your own country.

September is best time to visit India as Cold won't have set in In North India, south India the Monsoon starts in October middle. So come here this September. Smoking is prohibited in Public places and Trains. You can't find tobacco products in Railway Stations in Public.
