Can i again apply for passport? if my passport status shows your police report is incomplete.?

I applied at the Delhi passport office for passport on 15-09-210. I had verification at my house. The status on the website today reads: "Your Police Report is In-complete. Please submit 3 sets of personal particulars form alongwith request application quoting your file no to concern Public Relation Officer." Now I am thinking of applying again in november as my 1 year will be completed in my current address. I want to know that can i apply again for passport?
Answer:

No don't apply for new passport. Instead of that you submit the particulars as requested by them and be in touch with the public relation officer
