In the morning hours the Palace is open for Public (This is as per 2 years back). I visited Palace during Dasara festival.

No,common man is not allowed inside. I think some VIPs and VVIPs only are allowed,also some foreigner's who got prier permission is allowed during the festival.

Yes. Every one is allowed even during Dussera holidays excepting when the Maharaja or any other VIPs come there will be some restrictions to enter the palace. Otherwise you can go and see the palace and also many placed around the palace and around Mysore all illuminated specially for this festival.
