Does UPS deliver on saturdays if they get delayed due to "EMERGENCY CONDITIONS BEYOND UPS' CONTROL"?

i was checking the ups tracking status for a package thats suppose to arrive today(friday) and it says " EMERGENCY CONDITIONS BEYOND UPS' CONTROL". 1) What exactly does that mean? AND 2) If my package doesnt arrive today will I have to wait until Monday or will they reattempt to deliver tomorrow(saturday)?
