How can i use my paypal balance?

I have problem that every time i try to buy something of net no matter what it is it first check for money on my card and pay with it and it never uses money on my paypal balance. I have earned some money over net and transfer it to paypal account but only way to use that money i must withdraw to my credit card and then use it. Is there way i could make paypal charge my balance first and ONLY. I don't want to buy with card nor i want to withdraw money to card cos fee is too high.

That's weird....When the website accepts paypal as payment and you go to confirm the payment and login into your paypal. They (paypal) will take the balance then go to the other method of payment if the balance wasn't enough...Also, it is free to transfer funds to your bank account...it just takes a couple days!
