Winning Bidder refuses to pay for Item on Ebay?

Hi , Recently I sold an item on Ebay , At first the winning bidder Emailed me and requested me to put the Item for a second chance offer , I agreed with his request and went for the second chance offer , The second winner has already bought Item from elsewhere so he didn't want that , The winning bidder is now refusing to purchase the item as he is blaming me that it is not as described , where as he bid on the item him self and won it . What can I do regarding this matter . Please advise. Regards.

Open a non-paying bidder dispute with Ebay. You'll only be able to re-list the item for free once the dispute is resolved. How does he know the item is not as described when he hasn't received it? He can't, he's just trying to wriggle out of paying. Open the dispute & he'll either pay up really quickly or Ebay will give you a fee credit so you can re-list.

Report him as a non-payer and re-list for free. If you have not dispatched the item he cannot possibly claim that it is not as described as you won't have dispatched it yet.
