I tried to verify information and it did not verify. It said contact help?How can I sell on Yahoo like this?

I completed the first step to buy. Then it took me to verify. I put in all my information even my driver's license number and it could not verify me. I wanted to list items with Yahoo to sell. It said contact help? Why can't I sell on Yahoo? I have a store on ebay and I was wanting to change to Yahoo. What's up?
