I am buying something on ebay and the seller says " it seems to work properly". I am going to get ripped of?
-
He says that but what if it does not work. I guess I could report him but that does not do very much good. Do you think he is trying to scam buy saying that .

Answer:
I dont think he is trying to scam anyone after all he is saying "it seems to work properly" Perhaps this item is something he hasnt used in a long time & was just testing it to see if it worked.? but I think its a case of buyer beware. Dont bid if you dont want to take the chance. Some things like secondhand electrical items I would never buy online
