Can PayPal scam me? or am I safe?

Is it safe selling on Ebay? Can buyer scam the seller?

• Everyone tells me best place to sell stuff is on ebay. Usually people tells me its the seller that sells something and run off with the money. But my friend told me he sold his collection of sports cards, worth over $10,000. The buyer did pay for the item and then few days later filed a dispute through paypal. At the end paypal favor the buyer and asked the buyer to return everything back. He shipped back the package but was some missing. Paypal refunded back the money to the buyer and my friend has to take a big loss. Is there any way to prevent this from happening before I start selling stuff on ebay?
