How do i use PAYPAL to buy stuff on ebay?

i have a bunch of cash and i really want to buy stuff online but cant because the internet won't take my cash. i don't have a bank account, i'm thirteen and my mom never lets me use my debit card. all the sellers and stuff say to use paypal but i couldnt understand the concept of paypal nor understand how to set up a paypal and what it actually does. i really want to be able to buy stuff online. my friend said i can go to a 7-11 or walgreens and buy an ebay gift card or a paypal card, but i dont know if the sellers on ebay will accept those. so like how do i use paypal and set up paypal and buy things using paypal
