How to refresh the Properties Window programatically?

I have Window Vista and I don't have a refresh or a tool bar?

can you please help me out on where can I find one to download ,I was looking to refresh a page and could find it . I had one with window XP but not on this one. Thank you for the help.

Vista comes with Internet Explorer 7 but you can upgrade IE 7 to IE 8 if you want. The refresh button for Internet Explorer is the two green arrows to the right of the address bar or you can press keyboard key F5. Right click the IE Tools button (on the IE Command Bar that has the house icon) and on the list of Toolbars (without the checkmarks) click the toolbars you want. If you need the Yahoo toolbar you can download it from toolbar.yahoo.com.
