2 different ways to change the drag on a plane?

Why doesn't the Drag to rearrange Toolbar Buttons work as stated for me when I try move buttons this way?

• How do I change the order of buttons? To change the order of Toolbar buttons: Click the Settings button (next to the Bookmarks button) and select Add/Edit Buttons. In the list on the right in the browser window, click the button that you want to move... ... and either drag it up or down in the list... (Dragging doesn't work for me. What silly thing am I missing here?) Unless that function really doesn't work yet. (When trying to rearrange several buttons, clicking each one at a time (or a group of buttons) and then clicking the (Up/Down) buttons above the list of buttons (several times too), is very tedious.) I know a sharp techie will show me the error of my ways. Thank you in advance humbly, from a certified network engineer. ...click the (Up/Down) buttons above the list of buttons. When you're done, click Save Changes in the upper right of the page. You may have to refresh Toolbar to see your changes. Click the Settings button and select Refresh Toolbar.

  I'm a longtime Y! Toolbar user and I had to check the help that you quoted because I wasn't aware that you could drag to rearrange the buttons. Sure enough, the help says you can - but it doesn't work. This was either wishful thinking on the Y! Toolbar developer's part or maybe they haven't rolled it out yet. Either way, we're stuck with using the up/down arrows for now. For reference, I'm using IE 7 with Windows XP SP2 and Y! Toolbar v7.2 (the latest). Maybe dragging works on other browsers? -T
