Why can't I close the window's Yahoo! Advertiser Surveys?

My yahoo toolbar disappears every time I close my internet explorer. When I reopen IE I cant find it anywhere?

I don't know what version of yahoo toolbar I have. My PC is Windows 7 and my browser is IE 9 (I think).My problem is the yahoo toolbar disappears everytime I shut down IE. I try to reinstall it but I get a note saying it's on my computer and can't be reinstalled. I want my yahoo toolbar bace. And, yes I have checked Views - Toolbars ...repeatedly. I can't find it anywhere on the computer. What is happening and how can I fix this.
