How do i turn off my pop-up blocker?

so i got aim express (we dont have aol) to talk with my friends...and when i log on, it tells me that i have succesfully logged on but my pop-up blocker is on. i went to tools, and turned it off, and i tried just allowing the one aim website. i also have the yahoo toolbar, and i turned off the yahoo pop-up blocker, but it's still not working!!! can anybody help me?

go to tools then go to the pop up blocker and click turn off pop up blocker
