I think that more than economic development, it has been the government's "Open Sky" policy which has fuelled the development of the aviation industry in India. Opening the Indian airspace to private airlines operators has resulted in competitive pricing of air fares which was a dream when Indian Airlines had a monopoly over Indian air transportation. The competition has in turn led to a sharp drop in air fares as offered by several low cost, no frills airlines, notably Deccan. Flying no longer burns a big hole in the common man's pockets as it has come very close to long distance rail fares in AC classes. Hence more and more people are opting for air travel as the fares are within their ability to spend and the time taken is a fraction of what it takes by rail. The easy availability of tickets by various means such as internet makes for lesser hassles. And to top it all, there are various add ons like Frequent Flier Offers and Lowest Price etc. which makes the common man's flying dreams come true.
