What is the best high school study abroad program?

Cheapest study abroad high school program in Europe (France)?

• I want to study a semester of high school in Paris or Nice or if not then in the U.K or Scotland...However I do not have a job so I either need a scholarship or a really cheap program. Please only serious answers. No stupid links. I've been wanting to do this my whole high school career! By the way, I am living in Canada.
