If I want to go to study at a university in Germany, is studying abroad my only option? Or..?

Sure. You can apply as a regular undergraduate student and get a visa and (hopefully) earn a degree from a German school just like you would from a US school. Think carefully about this, however, as it may put you at a disadvantage for some professions and professional programs, as well as some other graduate programs. It will certainly put you at a disadvantage for postgrad employment in the US with some very, very narrow exceptions. You'll obviously need to speak fluent German.
