What are the residency requirements for receiving state funding for French Universities?

I'm an American who is planning on receiving his graduate degree in France. All schools are state funded in France, but I'm not sure if I need a certain amount of years residency, or citizenship. I know that in America, government funded schools like SUNY, require that you live in that state, New York. I'm just wondering if the requirements in France are different...or even if there are any. Thank you.

You are thinking of residency, but that only comes after citizenship, which comes after permanent residency. But you cannot be in school while you are doing this, you have to go there and work for a number of years (I am fuzzy off the top of my head but it is generally 5) before you can apply for that.
