Anyone can study in Canada, resident or not, but you will be paying International student fees either way. You cannot group all foreign citizens together, you may be allowed to work but it is a case by case basis. If you are going for graduate school governments generally will not allow you to work unless it is a research job or teaching assistance-ship at the University that you are attending. You are there to study and they want you to focus on your studies and not drag the school down with bad performance. If you can work it will be a maximum of 20 hours a week and you are not allowed to attempt to support yourself on that.
