Why send toefl ibt scores to universities? i know everyone does, but WHY?

I will be taking the TOEFL ibt in march 2009 but i don't know if i should be sending my scores (first time taking TOEFL) to universities I'm REALLY interested in applying to. What if I do bad and the colleges blacklist me or something? what exactly do universities to do with the score sent to them? Is it like college board with SAT score recipients where I get a info column of each college i sent scores to? All the positives and negatives of sending scores to colleges? Thanks :) Please give as much info as possible, I'm new to TOEFL. Best answer definitely gets 10 pts! Also, any feedbacks or tips on experienced TOEFLers are WELCOMED =D

you have to show a minimum competency in English if the language of instruction at your school was NOT English. This is required by various agencies...
