What is best part of the UK to study english in ( University's language school )?

I mean, Scotland or England or Wales ? I'm not thinking of Ireland really. I want to take a 4-5 months course in language school at university. I'm looking for a place that isn't boring to live in that period, and I want mixed cultures in the city. not just all Indian or Chinese. I want to meet a lot of different nationalities as possible. And at last, I really want a Clear english accent, because I read that there are some areas there that I can't understand them very well. Cheers!
