Where is the best place to study abroad?

I am fluent in Japanese and English, and I don't want to go to Japan (been there) or China (just don't want to go there to study abroad). I was thinking places in Europe, but I'm still unsure where to go. Any suggestions? :) I want to study abroad for a year, but I think it's passed the deadline for that, so I can only stay abroad for the Spring term. *I'm currently a Sophomore, looking to study abroad next year.
