Can I transfer universities?

Anyone know any universities in taiwan i can transfer to?

• I am looking at schools but their sites don't offer that much information. Anyone know which schools are best for english speakers that can learn Chinese? I am Taiwanese and cant read, but can speak it a little. I am also looking to get a bachelors degree in mechanical engineering if that helps, not looking for the short term program where it is about 1 year
