A high school diploma of some sort? haha...and uhm.. go to go to www.ucas.ac.uk it's where the applications are mostly handled if you're applying via school... But the thing is, the applications and stuff are done for the autumn term 2009, you're next chance is around November..

It all depend where you are from. If you go to a school offering GCSEs then YOU MUST do them however if you do not, then you can be exempted. You will need to do a recognized exam such as the International Baccalaureate or the A-level or you home country's exam may be accepted! but research will be needed.
