What are some good inexpensive foreign exchange programs?

Hey! I really really want to become an exchange student. I don't know if it's to late yet. But I would love to go to the Czech Republic or Ireland. I was just wondering if there are any good inexpensive exchange programmes. When I say inexpensive I mean good price for an exchange program. Please don't say the AFS I cant afford that one I looked at it but no way. I also looked at Rotary. They would have accepted me but they didn't like my country of choice or my age preference. Anyways help would be appreciated! Thanks =]
