Best high school study abroad / exchange program?

Okay...I'm looking to study abroad in a foreign country for one semester of my senior year (next year). My preferable placement would be in an English speaking county, although I do have a little bit of a background in Spanish. I was thinking England (especially London) would be awesome but there doesn't seem to be any exchange programs that run to London. I want to go somewhere that will be fun and exciting with great nightlife and partying and a good music and art scene, but also where I can take advantage of the scenery and the educational experience. What I don't want is to get stuck in a house with overly religious or conservative up-tight parents and a kid who doesn't like to go out and have fun, I'm not quite sure how to prevent that from happening. Don't get me wrong--I'm doing this for an educational experience, but I'm not willing to completely give up my life style if you get me. So can someone give me a link to a good program / give me suggestions on how to go about this whole thing? It will be much appreciated. Thanks!

I don't know about WEP, but I suggest you check out www.best-student-exchange.com, because they have hundreds of families online who want ot exchange and you can stay in different countries with various families (like family-hopping) and best of all: the price is peanuts compared to usual agencies, because you arrange the exchange yourself and with that you save thousands of $. So I think it is the best program out there. I went to Europe and it rocked!
