I am currently a student in England, how would i go about moving to America for University?

Im 17 years old living in Liverpool, UK, and im hoping to go to university next september. The university i have in mind is Rutgers of New Jersey. I know that i would need to apply for a student visa once accepted in to the university. But what I would like to know is: Is obtaining this Visa expensive ? Are there any sort of grants i could recieve or apply for to help with finances ? Is living in the halls of residence expensive ? Is the cost of living in general expensive ? Basicly just tell me everything you know... Thanks, Peace Out =]
