What are the best high school student exchange programs?

What are some cheap or free high school abroad, student exchange programs leaving from the United States?

  Rotary International! Hi, I'm Mat Morris and I was a high school (junior year) exchange student from 2009-2010, from Western New York to Cadenberge and Kiel, Germany. Rotary International is by far the cheapest exchange program ($4000), but is also the best! This little cost also gets you a nice Rotary blazer and your airplane costs. Also, when you're in your foreign country, you receive a monthly payment of $100, just for being there, from the Rotary club! The countries you can travel to all differ depending on your home district (where you live here in the U.S.), but my district covered all of those countries except Israel! Start your adventure by first searching out your local (town's) Rotary club. Most local Rotary clubs have websites. If you can find yours, contact one of the members and ask about a Youth Exchange.
