Is it must that a test taker must have passed all the semester examinations at a time to write GRE and TOEFL?

I am doing my b.tech and I want to take GRE and TOEFL after completing my third year study, somebody said that I must have passed all my semester examinations at a time and I am not eligible for taking the test as I have completed three of thirty four exams in the second attempt. Please help me
