Can i go to the US by a tourist VISA and exchange it to a student visa ?

Is this possible ? coz i think is really easy to do lyk this. applying for student visa for a high school is a bit risky. if i go by a tourist visa then if um changing it to a student visa should i go through an exchange program ? if so, should i apply for the exchange program in the US or in my country ? thnx !!
