Does an international student become in-state if he goes to his relatives' state of residence in america?

well if a student from another country wants to study in the united states of america and he desides to stay in the same state where he has his relatives....would he be considered in-state to save money on the state university which slashes 50% of the fees for in-state students

i know if you move from another state within the US you have to wait 6 months to establish residency...might be different for international students, though. i don't think it matters where your relatives live.
