What are some foreign exchange programs?

What programs will let me participate in a Japan Foreign Exchange?

  • For either my first or second year in high school I would like to participate in a Foreign Exchange program. Preferably, I would like to go to Japan. Sadly, my mom does not have as much money as she'd like. Either I get a full scholarship, or it needs to be cheap. [1-8 thousand at most] So, if anyone could recommend a few sites where I could send in an application for a full scholarship, or where I could get a small scholarship, and pay up to eight thousand dollars at most, that would be really helpful.
