Indian Banking Law : I have two questions regarding cheque return.?

Fact: I have a joint Savings Account with HDFC Bank, where any one of the account holders is empowered to issue cheque and withdraw fund. Where, the other account holder from the said account issued two cheques to me That got returned, when presented in my (another) bank account, due to insufficient fund. So the HDFC Bank charged Rs. 350/- each from said joint account for two bouncing first, And (after 10 days), also charged some amount for Service Tax and Education Cess on the return charges. So my questions are: (1) How HDFC bank has decided that they can levy Rs. 350 as return charge but not more or less amount, what RBI Guideline about this? (2) (a) In similar cases, I have observed, other banks only charge respective return charge but not the "service tax" or "education cess" on the charged amount but WHY HDFC is different here? I.e. charging "service tax" or "education cess” also?

The RBI has given liberty to banks for few charges. Each and every bank is charging different rates for the same service. For instance, a cheque bounce in Nationalized Bank, Andhra Bank is charging only Rs.23 for cheque bounce. (Rs.20/- return charges and Rs.3/- as service tax and edu.cess.). But they do not show the charges separately. Also regarding charges for not maintaining the minimum balance in the account is different to bank to bank. ICICI Bank is charging Rs.750/-+Service Tax+Edu.Cess. For the same one HSBC is charging Rs.2500+Service Tax+Edu.cess. See the difference. In case of bank draft, again each bank is having its own charges. Some banks are charging minimum Rs.50/- and some banks are charging minimum charges Rs.20/-. Even the fixed deposit interest, each bank offers different rates for the same period.
