Why isnt yahoo allowing me to put pictures on my profile no matter what ID i use???

no matter wha ti do..it wont allow me to put a picture up see Sorry, Unable to process request at this time -- error 999. Unfortunately we are unable to process your request at this time. This error is usually temporary. Please try again later. what can i do? why is it always doing this to me? there is nothing wrong with my computer

i have the same problem and ive asked yahoo they blame everyone else including my ISP, i contacted my ISP and its not on there end its yahoo not wanting to fix their crap as always.
