How come when i sign up for aim it does that?

Okay i've been trying to make a new aim for like 20 times now and it keeps saying ''the service you are trying to reach is temporarily unavailable-please try your request again.-20814''. How come it does that, i've already used different screen names, emails, and i installed the AIM 6.5 already. What am i doing wrong?? Is there any other site i can go to besides aim.com to make an aim?? I used meebo.com before on my other screen name but then i forgot the password.
