How to connect Belkin skype phone to pc?

Hey I found a Belkin Skype phone around the house and I wanted to try get it to work with the skype installed on my pc. The only problem is my internet is a usb dongle pendrive. I have a usb cable that plugs it into my pc, Is there some software or drivers or something I can get so I can use it through my pc via the usb instead of it being wifi? I have a wifi router lieing deep in my draw but I don't have a home connection, Any ideas?

If you plug the skype phone in and connect to the internet, when you launch the skype, it should detect the internet connection irrespective of how it is configured
