Problem with yahoo messanger ..PC to PC call.."YOUR VOICE CALL SERVICE CANNOT MAKE A CALL AT THIS TIME"??????

everytime i am chatting online on yahoo messanger and try to CALL using PC-to-PC ,there is always a problem in connecting the call. i can only hear a drop-tone after and then there is a response that state "YOUR VOICE CALL SERVICE CANNOT CALL AT THIS TIME". why is this so? whats happening? anybody can help me with this..plsssssss
