Why I am get the message 'Voice service could not make this call right now. Please try again a bit later'?

I just took Voice Out Credits. I tried to make the Voice out call but could not do so. Every time I am getting the message that Voice Service could not make this call right now. Please try again a bit later. I can make the PC-Phone call from other service providers at the same time. I could not find the right answer to this problem. I will be happy if somebody can guide me to the right answer. Thanks.
