Will a phone number show up on a landline bill?

Incoming (not a collect call) call from a mobile phone billed as a outgoing call on a landline?

• AT&T had insisted that a phone call I received from Jamaica was a outgoing call. This scam artist who says he's from the Jamaican lottery calls my landline almost daily and only a couple of those calls show up on my monthly bill as outgoing calls. So the phone company is billing me for these incoming calls because their computer says they are outgoing. I argued with them that I have only received and not made any outgoing calls to this Jamaican mobile phone number. What can I do? Incoming international numbers cannot be blocked according to AT&T and I have already set up a international outgoing phone call block months ago and yet still according to AT&T I am making outgoing international calls when this is supposed to be impossible with that block. I cannot get a new phone number because my number is for my business.
