How to block a incoming call and message form a particular number ?

is it possible to block messages and call from a particular Mobile number , i live in mumbai and using a local GSM network service , i use a nokia E71 handset and i am looking fr an application wherein i can block messages and call from a particular number , the operator i use only allows to block calls from the number and not messages . Need suggestions as to how can i have the number blocked . changing my number is not a good idea as its a offical number and need a solution at the earliest . Pls help me sites or application which i can download from the net Free of cost.
