Want to set up my computer so my friend in Dubai can use my USA computer to make phone calls?

My friend lives in Dubai and her father lives in the USA. To make a phone call from Dubai to the USA is .26 cents per minute. I can talk PC To PC at no charge, but her father doesn't have a computer as he is in a nursing home. I want to to set up a computer so she can bring it up and dial directly off my computer. Skype and other cheap phone services are banned in Dubai.

what if you set up a wireless labtop with yahoo on it for her maybe she can get a cheap used labtop? http://www.usanotebook.com/ all you would need is at least a 800mhz-1ghz labtop with say 512-1gig of memory could be very cheap say 400-500$
