Why is Yahoo messenger not supporting voice calls?

I have downloaded the latest version of yahoo messenger 10 beta. But, I am still facing problem with yahoo voice service like the previous version. When I select any contact from my contact list, I often find that voice calls & Web Cam options are faded and when I select any of the options(Voice calls or Video Calls), messenger shows a mesage that the person's PC that I am calling to, is not supported to Yahoo voice or video call(Though I often talk with them using other messengers, even sometimes using yahoo). Even when I am online, and can chat through text, if any of my friends call to my PC, the call doesn't get connected instead get diverted to my voice mailbox. Please help me someone.
