Is there any service available for making free international call from phone to phone?

Why cant i make a call (pc-to-pc and pc-to phone) using ym?

i used to make pc-to-pc calls. but starting month of march i can no longer dial any pc. lastnight i bought a $10 credit for my yahoo voice account, i was so happy i was able to call a friend's mobile. but when i tried making pc-to-phone call again today, i got the same messages i get when i make pc-to-pc call===We're very sorry. The Yahoo! Voice service could not make this call right now. Please try again a little bit later.====You cannot place a call because Messenger is not currently connected to the voice service. This is either because you are behind a restrictive firewall or because we are fixing a problem with the voice service.===WHAT COULD HAVE HAPPENED?!!!
